Line 10 Westover Segment Replacement Project



Pipeline segment replacement complete, asset sale pending

After years of planning and obtaining all the necessary permits, construction of the Line 10 Westover Segment Replacement Project (WSRP) was completed and the new 35-kilometre segment (from Enbridge’s Westover Terminal to the Nanticoke Junction), was placed back into service in April 2018.

Immediately afterward, decommissioning of the replaced 32-km segment began and was completed by October 2018. This work included emptying and safely cleaning the inside of the pipeline and disconnecting it from service. The line has been segmented in select locations to ensure it does not become a water conduit and that environmentally sensitive areas along the ROW are protected.

Enbridge continues to maintain and monitor the replaced segment of Line 10. This includes continued patrolling of surface conditions, mowing brush, maintaining signage, continued inclusion in the Ontario One-Call program, and retaining the pipeline within Enbridge’s emergency response protocols.

 

Proposed Enbridge sale of Line 10

In May 2018, an application regarding the proposed sale of Enbridge’s Line 10 to Westover Express Pipeline Limited was filed with the National Energy Board (now the Canada Energy Regulator). The sale is expected to close in December 2019.

Westover Express is a wholly owned subsidiary of United Refining Company, a Pennsylvania-based independent refiner and marketer of petroleum products, United has been in business for more than 100 years. Founded in 1902, today United fuels cars, trucks, farm and construction equipment and heats homes and businesses in Pennsylvania and portions of New York and Ohio.

United owns and operates a modern, fully equipped refinery in Warren, Pennsylvania which produces unleaded gasoline, kerosene, diesel fuel, Number 2 home heating oil, industrial fuels, liquefied petroleum gas, propane and several grades of asphalts. Line 10 provides feedstock for this refinery, via a United-owned connecting pipeline near Buffalo, NY.

Assets included in the sale of Line 10 include the mainline pipe, the mainline pump station at Westover, the sectionalizing valves along the pipeline, the sending and receiving traps, and pipeline instrumentation.

No change to the operation of Line 10 is included in this application for approval of the sale. Enbridge is committed to ensuring a seamless transition of ownership of Line 10 to Westover Express. Under the terms of our agreement, Enbridge will continue to operate and maintain the pipeline and the ROW until at least 2022 following its sale.
